European Commission: Strategy for R&D and Innovation

Commission of European Communities has proposed a strategy to establish European leadership in Information and Communication Technologies (ICT). The report estimates the worldwide ICT market value to be €2 000bn and currently growing at 4% per year. Moreover, Europe is estimated to represent 34% of this value.

The commission said that, “In the EU, ICT R&D accounts for a quarter of all private R&D spending, a third of all R&D employment, and a fifth of all patents9. Even so, the EU’s ICT business sector spends less than half on R&D as its US counterpart, accounting for half of the total gap in private R&D spending.”

The strategy aims to step up R&D investments in ICT and double it within a decade. The commission said that the strategy will increase the R&D investment in ICT from €1.1 bn in 2010 to €1.7 bn in 2013.

“The framework conditions for regulation, standardization and intellectual property right (IPR) regimes need to be adapted to new realities.”, it said. Moreover, the report has proposed creation of a community patent to increase the effectiveness of IPR system.
